all but 的意思?

The job is all but finished. （工作几乎都干完了。）
All but one were wounded. （除了一个之外都受伤了。）

在两句中all but 的意思相差甚远。为什么? 请解释。

1. the first all but is a phrase,means "almost completely"
Britain's coal industry has all but disappeared.
His left arm was all but useless.

2. the second all but is not a phrase, but is a prep, means: except
I could come any day but Thursday.
There's no one here but me.
