Pragmatics holds that language is elaborately defined in context. As what can be judged by the content, the items inquired by 醉乡常客 here is roughly about affairs concerned with transposting and which are of a highly cohenrent character. Hence, despite superior translations given above by others, I still want to put forward mine from a different angle, i.e. integrity, which goes as:
      Directions for trans-posting:
               a. specify your category beforehand;
               b. offer the linkage information to the source;
               c. present your recommendation;
               d. junk stuff driven by fortune-pushing is forbidden;
               e. daily maximum of this kind is set at 3.
