这个应该是翻译上的问题。这里的永久应该只是指没有规定停火的时间范围，好比老外所谓的“永久职位”，只是相对“合同工”来说的。

没有限制和规定时间，就是永久。
既然没有规定时间，也就是可以随时撕毁。
这个永久也可以是一天。

你要这么理解当然也可以。事实上，有什么停战协议是中文意义上的“永久”的呢？
这只是一个翻译上的问题。这里不宜机械地翻译成“永久”，因为它在中英文两种文化环境里的含义是不同的，不如不译，就说达成和平协议就好。？
