Breaking the crayon?

I was watching FOX News today. It was supposed to be talking about
what the expression \"breaking the crayon\" means. It also said that the
expression is very common among teenagers and is what every parent
must know. But, unfortunately, I couldn't stay tuned and didn't learn
what the phrase means. Anybody here to let me know what the phrase
means?
